In Puerto Rico the use of fireworks is regulated since 1963. The Act has been amended Pyrotechnics increasingly seeking to reduce illegal business of homemade explosives and protect citizens particularly young people of the consequences of its use inappropriate.

Why fireworks are colored?
This second article talks about how the different colors of fireworks are manufactured. The black powder and potassium perchlorate that make firework explodes is added strontium salts for a glow red. Bright white silver are achieved by incorporating magnesium. Blue is usually obtained by adding copper carbonate or copper monochloride.
